I havery a 2019 US version Sportwagen. I also have a Obdeleven. Does the vehicle already have remote start capacity installed but not enabled? If so, I do I enable it?

Nope. No remote start installed and nothing available from the factory

No, you can't just enable it...it requires hardware.
