Is Revo a piggyback Ecu?

Piggy back as in a seperate box that plugs and unplugs to your ECU then no. But you can get the sps3 and other handheld boxes that allow you to change boost and timing thru your diagnostic port.

So in order for it to be considered "piggyback" it needs to be controlled from a seperate unit, while maintaining the stock ecu?

piggyback is more of an add-on board or the socketed approach. most all "chip" tuning companies are now going to flashing so that it requires no physical modification of your ECU. much cleaner.
