yes that is upside down.
at least compared to how i installed mine.
the adjuster needs to sit at the top, so that... as you found... you can get the wrenches on them.
i guess according to someone above, they might be right if you are on FK streetlines... but if thats the case, i am really glad i have HR ultra lows instead. since putting the adjusters in the arm cup like that basically forces you to drop part of the suspension to get them adjusted.
