It isn't $60, I forget what I paid for mine (I have the receipt at home), but it wasn't $60. It isn't a dealer only item, parts distributors have 'em, so any VW shop can get 'em.

This same problem happend to my parents volvo, but it wasnt the switch......my mind draws a blank of what the part was called. i believe it is located in the fuse box.

Unfortunately that is the major problem with the lighting on VW's. There is no relay so the voltage drop between the switch and the headlight is something like 70%.
Replace the switch and install relays for your headlights. You'll be able to see the pavement while driving at night.
