When u lock the car with the key fob. it beeps
just got the gf a new jetta 03 and it doesent beep and she wants it to

That's half the battle right there!
Head over to the VAG-COM forum.
They'll walk you through the steps to "reactivate" the beep...
That's assuming the horn for the alarm isn't removed or wires are cut.
