Hmm, nah. The Lancer Cedia is basically what we are getting in the US now, a compact econobox. The Evo has always been a homologation rally car. Tons of privateers buy an RS and race them and win, even in the US.
"WRC" class does have slightly different rules than "GRP A" class (near stock), but the Lancer WRC is definitely based on the Evos...
You might also be thinking of the Carisma GT, which is a rebadged Evo. Mitsu would have two cars in a WRC event, but one of them would be labelled a "Carisma GT" because in some markets this body shape is known only as a Carisma. This way, in those markets, they can say the "carisma" is a world rally champion race car...
