Manufacture info sticker on door pillar

Is there any legality issues in removing the sticker? My sisters 95 Golf had the drivers side quarter panel replaced with one from a '99. The body shop didnt remove the sticker from the new quarter so now her '95 has a sticker stating that it was built in '99. They told us that it is illegal to remove the sticker. I have a hard time believing this.

It may or may not be illegal for the body shop to remove it, but you can do whatever you want with it.
