OK so I just figured out what this meant. Will this procedure work if your timing belt has broken while the engine was running? Couldn't the cam and crank gears have spun when it broke throwing it all out of wack and now this wont work? Or am I just worying too much??

No. It won't work. The object of mark and match is to take advantage of the belt placement on the gears/sprockets of a perfectly timed engine before removing the belt. You'll have to time it from scratch, but that's not too difficult either.
