ok i bought my car awhile ago and im still tryign to figure out this one t-fitting!
anyone wanna explain why its there and if its stock or not!
my fingers are holdign it

heres a bigger pic to get an idea of where it is...
its by the neuspeed p-flo i guess!

Just by looking at the hose and plug, it isn't looking OE. What is it connected to on the other sides of that tee? It might have been used to take a vacuum reading at some point then just plugged. I've seen much wierder, so I wouldn't worry.

I think Paul hit it, I was thinking an old guage hook up.

No, that is not what that is for. The black piece that your finger is holding is supposed to have a longer black rubber hose on it that runs down beneath the intake elbow there and over to the airbox and below it to the charcol canister. The black hose that is missing also has a vavle/filter on it as well.
