The thing is, most of the die hard and fast rules of it are sometimes wrong, like the steering wheel one, applies 99% of the time, but there are a couple that don't. I have one of the oddball '96 cars (manufactured 11/95) that has the later Steering wheel for instance.
I have another buddy with a '96 (manufactured 11/95) that has a glove box....
So basically, the best way to find out is the read your Vin Number or check the manufacture date.

So get this: I have a 1996 Golf GL with a manufacturing date of "03/96", which leads me to believe it is the early version (regular 1996), BUT I have a GLOVEBOX! From what i have been reading, this means it is a 96.5...?
Someone please clear this up...here is my VIN # 3VWFA81H4TMO92545

Yep, all that are considered 96 and up are OBDII.
Mine says 12/95, no glovebox, OBDII, and I can't figure out how to disable the DRL's. There is no relay #94 or #173 and they still work. I asked my mechanic what the deal is and he's just left there scratching his head. He tells me he'll have to pull the wiring cluster out just to figure out why they are even on. My car is posessed!

I had that problem too. to see if yours is like mine, do this, Pull the headlight switch, unplug it.... look in the plug on the headlight switch, see a little metal Jumper??????? yank that sucker, now clip the smalleset Yellow wire on the plug end of it.
Now your DRLs are gone, your indicators are off, but dash lights stay (haven't figured that out yet)
Or, do as i did, and leave the metal thing, then you have running lights only on when you drive and no headlights until you turn the switch.

The vin break in 96 is noted by the last six digits in the vin number
070449. If your vin is that number or lower you have an early A3, if
the number is higher than 070449 you have a late A3. If you have
