you'll have to check in your state/canada for laws regarding swaps. As stated usually the engine needs to be newer to or equal to the age of the car, but as with most stuff enforcement varies.
You CAN put a MKIII VR in your car, but after you buy all the MKIV specific stuff (you will need to have the tb on the driver side, so you will need the mkiv manifold, you will need the mKIV downpipe, MKIV mounts, and MKIV axles, I'm not sure the mkiv cluster will work with a MKIII engine/tranny) it is probably not going to be any cheaper to buy a higher mileage/older engine.
