With "winter" (HA!) coming to an end, and with plans to actually take the trips to some of the Events in SoCal, I'm looking to have the old A/C system in my GLI converted to the newer and "legal" stuff. Does anyone know of a shop that has experience in this?

Any dedicated AC repair shop can easily handle that task.

If you are going to the trouble of draining the old oil for PAG oil, I recommend a new receiver dryer.
The dryer is compatible with R12 and R134A, its a bolt-on.
I do suggest you get new o-rings and reseal every fitting for years of cold motoring.

You can do the o-rings yourself at home (assuming the system is currently without freon).
Most auto parts stores sell o-ring kits.
Make sure you lube each o-ring (better kits come with a tiny vial of PAG oil for the o-rings).

Your expansion valve will have use 4 o-rings, 2 o-rings at the compressor, and 2 o-rings for the condensor and 2 o-rings for the dryer.
