I happened to my 85 GTI before and all i did was unjam the switch on the brake pedal

Just pull...I couldnt turn mine off after this last motor pull...WHOOPS!!! Its just kinda pressed back up into the switch to adjust the depth. Id try that first http://****************.com/smile/emthup.gif

Chances are there is nothing wrong with it though.
Push down on the brake pedal with your hand, and pull the plunger for the switch out as far as it will go. Let off the brake pedal, and the lights should go out.

while you are down there take a look at your pedal assembly. They like to bend and brake (at least the assemblys withthe clutch) It could be a sign of your assembly going causing your switch to be out of line

thanks for the suggestions but something vital that i just realized i left out is that they aren't technically stuck on. when the lights are off so are they, but when the lights are on they illuminate brighter than they should and the 3rd brake light is on, but at the same time when i press the brakes they slightly get brighter.

Get a book and see where all the grounds are.
And this may sound stupid, but check the hatch, there is a bunch of wires which come down from the headliner into the hatch on the left side..
Pull away the rubber boot and check to see there are no worn or cut wires. I've seen this problem before and it had to do with the rear wiper motor, and the wiring.
