go bilstein sports with neuspeed sofsports... minimal drop, decent spring rates, work great w/ bilsteins... i'd skip the rear upper stress bar, just do upper and lower front..
dont forget kick ass tires, that makes the biggest difference in handling.

I had both Neuspeed Sofsport and SRS springs on Bilstein dampers on my old MK III GTI-VR6. I had H&R's standard lowering Coilovers on a Second VR6-GTi I bought to bail out a friend, as well.
I liked the Handling of the Shine kit the best. I liked the ride of the SofSports the best.
The H&R "Dune Buggy" Coilovers may fit what you seek they can raise the car 1" over stock or lower to 1" under stock.
I guess my answer is this:
For ride quality (and a small handling improvement)= Neuspeed SofSport
For Handling (and a decent but firm ride) = Shine VR6 Springs.
For adjustable ride height, decent ride and decent handling = H&R Dune Buggy Coilovers.

I'd skip the upper front stress bar too - use the $$$ for tires, brakes, etc ... something that actually makes a difference.
