i juts bought a 1995 vw golf and it just does not have the power i want. but the problem is i have little money. so far on the car it has intake....exhaust...and chip. it there anything i can do to raise horse power with little money. any help would be cool.

with little $ ?? how little? but most likely no.
anything you can do for cheap cheap on a 2.0 will only get you a couple of horses at a time.
a cam could get you 7hp for $100-200
nitrous ox would be the cheap but still maybe $500 for a setup.
then FI junkyard style maybe $500-1000 or $2000+ for a kit.

if you don't have much money to put in to go fast, nitrous is the best bang for the buck. If you ever get money to spare, one word: turbo.

yes i know nitro would give me some cheap horse power.....but um a turbo kit is about 2000...if i got that much money wouldnt that be bad for my engine with about 200K miles on it?
