At what rpm do we set our timing?

Thanks, dude. I checked it and I'm set at 18 degrees advanced, and it pulls strong. I set it to twelve, and I lose power AND gas mileage. What gives? I thought max safe was 12 degrees. Now I want to set it back to 18.
