I currently own a 2001 GTI, but a friend of mine and I are interested in getting a mkIV golf/gti/jetta. My questions include:
What would be a reasonable price to pay for one?
Same question, but with an upgraded vr6 engine swapped in to it?
What paths should we take in order to become a sleeping giant...ie all go, no show(for now)
?

You plan to buy one with a Vr6 allready swapped in!? Or I am just confused ?
I'll assume you're looking for a car to receive a VR6. Your best bet is a high mileage 8v with a clean body and a tired engine/clutch. With a little patience you can find a clean one for under 2k. Stay away from diesels, they will cost much more to convert to VR6 power. Most post 88 Jettas/Golfs came with pwr steering and power brakes, the only options that are essential for a performance oriented car IMO. Try looking for one built in Germany (serial numbers that start with "WVW"), they tend to be much more solid, reliable and rattle free, even if they are 1-2 years older. Post '90 WVW are rarer.
Big bumpers (late 1990 to 1992), small bumpers (early 1990 and before) is a matter of personnal preference, I like them both personnaly, though big bumpers look a little more modern and small bumpers are a little old skool

Pre 88 Golfs jettas have much uglier front doors, with the mirror back in the middle of the door... And a front grill with many more slates... so you might want to stay away from them. Of course theses can be easily swapped for newer ones, so keep that in mind too

Thanks for the tips, and to clarify what I was trying to say, I just meant that I was looking for either an 8v or possibly one that had already made the swap. This guy has bookoo bucks and I figured I could help him out via this forum.
So what I'm lookin for is an 8v w/tons o miles as clean as possible right, preferably made in Germany?

Well, you have a coupla things to consider really.
8v cars are the cheapest and most plentiful, and since you're planning to toss the old motor anyway, that's good.
Later models might actually have CE2, which means you can swap in the VR6 harness easier.
German bodies are better made, but the metal seems to rust a bit more, and the later the car, the harder to find one that's German made.
I'd say you want a straight body, CE2, blown motor/tranny of any sort. German is nice, but CE2 will help you more.

There are a couple of real clean VR6 swaps in the classifieds right now, not to mention a real clean 16v, but I don't know who would be sellin that

Number 3 - HOT

That should get you started, but seriously, if you're buying it, you should do the legwork. I just enjoy wasting time. There are a BUNCH of potential donor cars in the classifieds.
