So after a99.5 vrt into 01 1.8t swap the car will only start on starting fluid (No pulse at injectors) most everything works ...windows ....lights etc. I believe i have no power to the ecm how can i test for this.

You've probably got the answer by now, just in case....

It appears that the power comes thru fuse 29, ends up on pin 3 of ecm connector T121.
It doesn't go directly there but has it's own convoluted path.
