Replaced IP harness to ECU
Replaced ECT sensor
Replaced IP
Replaced ECU
Scan, reset faults, comes back immediately.
Glowplug light will flash after about 30 seconds.

Quantity adjuster combined with piston movement sensor ordinarily means that for whatever reason, the ECU is either not communicating with the injection pump (multiple wiring connections have to be faulted in order to get both codes since the actuator and the position sensor are separate wires, although it's through one main plug at the ECU and one main plug at the injection pump) or the injection pump itself is fubar'ed inside.

The IP harness has been replaced (it has the IP, Engine Speed, #3 injector, ECT, VSS, Oil temp (pressure???), and Glow plugs IIRC), as well as the ECU, and Injection Pump...
Is there anywhere that I can ohm, or check for voltage?
I think there is another ground in the plenum near the pollen filter.
There are some connections inside of the wire receway under the air filter, I get continuity from one side of the connector to the other, and they are still mirror like in appearance, so I don't think that's the problem.
After clearing the codes in Vag-Com, they come back the moment you click "OK"...

23 - Diesel Fuel InjectionModulating piston displacement sensor -G149- and Quantity adjuster -N146-, checking The quantity adjuster is an electro-magnetic swivelling positioner which is controlled by the ECM via a directed duty cycle (on-off ratio). The eccentric shaft on the quantity adjuster moves the modulating piston on the high pressure piston thereby regulating the quantity of fuel injected.
The Modulating piston displacement sensor -G149- informs the ECM of the position of the Quantity adjuster -N146- and then determines the amount injected.
Note:
Only gold-plated contacts must be used when repairing terminals in the connector to injection pump quantity adjuster.

Work sequence
Connect V.A.G 1551/1552 => page VW-A4-FU01-01-001-0601-14.
Run engine at idle speed and press buttons -0- and -1- to select "Engine electronics" address word 01.
Rapid data transfer HELP
Select function XX Indicated on display
Press buttons -0- and -8- to select "Read measured value block" function 08 and confirm entry with -Q- button.

Check DTC memory and, if necessary, repair any malfunctions and then erase => page VW-A4-FU01-01-001-0801-22.
Read readiness code => page VW-A4-FU01-01-005-0201-91.
If the DTC memory has been erased or the engine control module was disconnected from permanent battery positive (B+), the readiness code must be generated again => page VW-A4-FU01-01-005-0301-93.
If the specification is obtained:
Remove wiper arms and plenum cover.
=> Repair Manual, Electrical Equipment, Repair Group 92
Connect test box VAG 1598/22 (through my 1999) or VAG 1598/31 (from my 2000) to control module wiring harness.
