P-codes are an SAE thing and have very generic descriptions applicable to cars in general. VW has specific code numbers and more detailed and accurate descriptions.
I'll look up that code on my VW diagnostic CD tonight and let you know what it says.

The O2 sensors are actually "relatively" cheap for our cars. http://www.1stvwparts.com has it for $54.90 (part# 021906262B). The code could be from any of those things listed, but it's most likely due to a bad sensor. You should be able to check the sensor with a DMM, but I'm not sure what values to tell you to look for.
I checked the Bentley CD for P1116 and it says it's an open heating circuit in the pre-cat O2 sensor. I would guess that it's time for a new sensor. You can check the heating circuit with a VAG-COM and if you find someone near you with one, I can tell you how to do that.
