The O2 sensors are actually "relatively" cheap for our cars.
http://www.1stvwparts.com has it for $54.90 (part# 021906262B). The code could be from any of those things listed, but it's most likely due to a bad sensor. You should be able to check the sensor with a DMM, but I'm not sure what values to tell you to look for.
I checked the Bentley CD for P1116 and it says it's an open heating circuit in the pre-cat O2 sensor. I would guess that it's time for a new sensor. You can check the heating circuit with a VAG-COM and if you find someone near you with one, I can tell you how to do that.
