PA Inspection / Vehicle Light /Lens Regulations / Something?

Wondering if I can find something online that is explcit on the rules for vehicle lights/ lenses/ colors etc in PA. I'm moving to Philly in September and want to know what I'm talking about if i ever get pulled over for smoked tails or any other such nonsense.

When I had my MKIV I had the turn signal lenses literally black, the bumper lenses not too far from black and smoked tails with 20% tint all around and never got stopped or warned 1 time. And passed inspection without any problems. Im not sure of the exact rules, but I managed pretty good.
