I know there are people that have had this problem..
My low beams wont turn off.
so I pulled the fuses, just to shut them off for the night, and the pass side turns off when I pull the fuse, but the drivers side stays on, even when the fuse is pulled.
hmmm....

Are your lights relayed? If they are, it is possible that the coil welded itself into the closed (on) position. Check that out before you rip your hair out trying to diagnose mystery fuses

there are 2 fuses for the low beams, left and right

yep, and I pulled both of them,
the pass side turned off when I pulled the fuse,
but the drivers side didn't.

funkyness inthe wiring harness....
something ELSE is still jammed on - and thats pulling current through - most likely causing the ground to become "hot" and thus powering the lights...
for now - just unplug the lights...
Do you have aftermaret fog lights or has someone installed a stereo?

I installed a stereo along time ago..
but its been fine for a long time..
I have factory fog lights.

hmm, the must not have found out about the tire marks on the front lawn yet, oh wait, i wasnt supposed to mention that...

have the headlight sockets ever been "repaired"?
{dont ask - but beleive me I KNOW - spent too many hours debuggin a similar thing and hell I was in EE school at the time....}
unplug BOTH headlight sockets from the back of the bulb.
Put the fuses back in.
check the voltages...
- off
- on (lo beam)
- high beam
Check between the center pin and each pin (left/right) AND
check btw the left/right pins
I bet they dont match.... (no duh - the lights stay on)
No look for where its getting power - use the Bently to track the grounding patterns....
Have fun and just remember yer payin yerself $50 / hour for every hour it takes...
Think of the money ya save... and aftwards spend it on
