yes, hp at the WHEELS, but you lose about 15% to the drivetrain, i think at the wheels its like 153 or something like that

That's at the crank (BHP), what most car manufacturers post on their spec sheets. WHP will be lower, because of drivetrain loss.
Make sure you're converting, or looking at the right ones.

There are also other factors that can throw off dyno results. Such as: outside temperature, humidity, elevation, dyno error. Also all motors aren't built 100% the same, so you could dyno 100 VR6's and get result probably within 5-8 Hp. There are so factors that affect output. Even the type of dyno used can yield results. BTW, 166 at the wheels is pretty good.
