Put them upside down in oil overnight and you should be good to go. Just don't leave them 'right side up'.

Yes, and they should be stored that way too. Not necessarily completely submerged for storage, but with oil and oiled up.

I've had lifters in a Chrysler engine take several hours before the lifters bled down enough to let the valves actually close and get some compression. On these VW engines 30 minutes seems to be enough, but it takes longer for most guys to get the cam in, timing belt on and set properly and the valve cover re-installed along with other small parts.
