Problems with my Vr

So its pretty basic... lately i have been having some issues with my lights.
First off when i turn on and light from the inside it dims and gets back to its normal self then dims again.
I found out recently that its dimming throughout the whole car when i was reversing into my parking i saw the brake lights were doing the same thing and so was my headlights until i switched them to my HIDs. Anyone have any idea .. thanks .
