Purchase /Sell car what's involved?

I'm going to be selling my car and wanted to know if there were any specific forms I needed to have handy. Does IL have a release of liability form? I think when selling a car, I would just need that and the title for the car right?
What about the license plates? Do I just remove those when sold? what does the buyer do? They can't buy a car with no plates / nor drive it right? Or does the title for that day allow for that?
Sorry for all the questions... I hope I'm not missing anything.

in pa i have only just signed the title over and let the new owner handle it...

Look on the web site of the DMV that the vehicle is registered in.

Meet at the DMV to do it. He hands you the cash, you hand him the title, he stands in line to get his new tag, you go take yours off the car.
And tell him to NOT do what my 84yo seller did and tell me (in a not so quiet voice that only 84yo people can do) as I was putting down the car sold price down on my title for tax purposes to "fudge it" a little bit so I wouldn't have to pay so much. Said that right at the registrar's window. I just told him that was OK but thanks for looking out for me

You may draft your own bill of sale including such information as:
Make, year, model, vehicle identification number and an odometer reading for the vehicle
Name, address and telephone number of the buyer
Name, address and telephone number of the seller
Signatures of both buyer and seller
Selling price and date sold
I have been checked on by the government when purchasing a low priced vehicle.
