Relay 67 (on a passat VR6) - Can this cause car to randomly stop? (sometimes hard to start?)

Is the relay 67 for the fuel pump or something similar?, as the relay seem to click loadly whenever the car stops and/or it's hard to start......
Is there other things than the relay itselfe that can cause the relay to behave this way?
