Rock chips are the worst for me, i dont care about my bumper because it is plastic, but I have a few of them on my hood and even on my roof, where they start to rust. What's the best way to apply the touch-up paint, should it be sanded with really fine sand paper because it is always bulging when it dries... help on this

A friend of mine suggested using a syringe filled with touch up paint to do small spot fills on my hood. Unfortunately, it may be hard to come by one since everyone assumes your a drug user if you ask for one. I don't think you can buy them over the counter either unless you have a condition like diabetes.
You can try using a toothpick and then using langka to smooth out the bubbles. You want to clean the surface with rubbing alcohol first.
