Rolling inner fender wells

How the hell do you do it!! I just bought an 85 gti 8v and it is so low that the tires rub so badly when i have a few poeple in it or when the wheels are turned. What is the best way to get rid of this and how is the best way to fit 17's under there as well. Right now i have 15" alloys on it but want a change!!

cut out a 12" section in the middle.

i forgto to mention that it has big bumpers

I read that the baseball bat method works great... basically you roll the bat against the portion of the lip that rubs.
