I just bought an 87 Scirocco and the guy I got it from said it runs good, just rich. Well it seems to run so rich that when you press the gas the car dies, and the plugs are almost completely black with soot.( I cleaned them and it still does it) The PO also said that it was probably the electronic fuel pressure regulator, not sure I want to start there. Any suggestions?

Well lets start simple first.
Air/fuel is mixed at the distributor. A simple electrical connector and using a multimeter, you'll be able to set the AFR correctly.
IIRC if the O2 sensor goes bad, it will go into limp home mode and run rich.
The above test will help identify the problem.
A meter from the O2 sensor to ground (meter again) will show0.5v if the car is perfectly tuned. If lower its lean and higher, richer.
