speaking of wires, volt/ohm meter...safe to use?

I have have been trying to find an erratic idle problem ( dont lock mods, this is not about eeryone else's problem ) I have been trying to find. The Bently keeps saying to have all these frikin special gauge tools etc. Is it safe to use an ohm meter and volt meter on connections? any bad places I shouldnt? any place i can?

i've never had a problem using a voltmeter properly. why would i lock this?
however what are you trying to hook up to that it's asking for speacial tools?

I thought since everyone has a bad idle problem lately one you guys would lock it an direct me to one of them.
