i've always wished speeding infractions were based on speed sometimes, and think they should...
in your case, 38 in a 25 is 13 miles an hour over the limit, or 150%. that really is a big deal. 25mph zones are such because there are inherant issues in the area: parks, schools, residential, etc. they make it 25mph because it should be 25. not because they feel like it.
38 in a 25 is a much bigger deal than 73 in a 60 (120% if you stickin with me) which is why i believe in the percentages.
I've had 3 speeding tickets in 8 years of driving, all within the first 5 years (last 2 only 10 days apart). only 2 i deserved and 1 that i will call bs on forever.
