I was always under the impression that pre 99.5 TDI's were all non- Drive by wire until a couple days ago when i read that all TDI's, no matter what year were DBW.
Which one is it?

ALL of them are drive by wire. It is inherent in the design of the electronically-controlled fuel injection system that the TDI uses - it cannot be otherwise.
VW diesels that came BEFORE the TDI (e.g. Rabbit diesel, original Golf/Jetta turbo diesel - all indirect-injection engines) used a mechanical governor with cable from the accelerator pedal.

Brian's 96 Passat, like my 97 Jetta, are the first years for the TDI in each here in North America, and both are dbw. There are a select few hotrod conversion guys that have installed mechanical pumps, most notably TDI RS over @ tdiclub. I also know it took him a lot of tinkering & mixing & matching of parts to get to the setup he likes.
Note: the 97 Jetta was available in Canada with both the 1.9L TDI which is dbw, AND the 1.9L indirect which is not dbw...
