Tell me the proper way to fix rust!

Got some rust on my wife's car and I'd like to fix it. The hood is not bad, just a tiny bit of surface rust poking out from underneath a touch up paint area, should be no prob. Same for the driver's side rear fender.
But the area at the passenger side rear wheel well has a pretty good rust spot started. It's got some nice small bubbles and an area with a bit of an indent from where I chipped away some rust. No holes...yet.
Can you tell me:
Grit of paper to use on the surface rust and what grit(s) to use on the major rust area?
What do I use as a filler? And what grit sandpaper to use after filling?
Do I sand after priming?
Do I sand after one initial coat of paint?
I need to know in gross detail because I've never done this before. I have an idea but I want it to look right. Car is a 92 Accord. (no flames!!!!

Rust is like car herpes… It’s a nasty, ugly sore that you can cover up but it’s going to come back no matter what you do! My advice is to let it go. It’s a royal PITA to fix and make look good and if your really lucky your fix will last a year maybe a year and a half. Oh yah, when it does comes back it will be ten times worse. I hate rust!

Depends... for minor scratches that are just starting to rust you first gotta remove the rust with a sandpaper, then clean it and repaint the place (it is better to use multiple thin layers of paint rather than one thick, apply a basecoat paint first, it will prevent the paint from chipping). NEVER JUST PAINT OVER THE RUSTED PLACES!
If the part is totally rusted through then it's a bit trickier. The rusted places NEED to be replaced (especially if it's the chassi that's corroded) and this involves a lot of work - cut all the rusted places out, weld new metal pieces, hammer it to correct shape, sandpaper it, then insulate (to prevent any future rusting) and repaint it. The good thing is that there are companies that specialize in doing all this stuff for you.
