This post is mostly for those that might be doing a search in the near-distant future for a similar problem.
The fast blinking turn signal, which was not a burned bulb or relay, actually turned out to be a corroded contact point in the bulb-harness. I took it apart and sanded off the white-corrossion (still can't explain where it came from).
It works fine now and if anyone has this same problem, please drop me an email through the site and i might be able to explain it a bit better.

Another add on who does not have the problem above but has their turnsignals and 4 ways out.
After checking fuses to the blinkers and 4 ways, take out relay number 21(flasher relay) and check to see if it is burned up. If it is, replace it, if not, keep searching and make replacing the relay a last thing.
This happened to me except i took 20 minutes and took the steering wheel off and everything, it was just a simple relay.
