my 91 jetta has a 98 vr6 motor and a 2002 vr6 transmission i cant get my cluster to work nor do i know where to hook up the speedo cable or the tachometer cable. It is the original cluster all the lights work along with gas gauge and oil temp, only speedo and tach dont work.

Speedo and tach are both electronic. The speedo sensor will be part of the engine harness already and the tach comes from the ecu directly. Likely you have not installed or mis-installed the 12v accy feed to the cluster. It will be a black wire w black connector to a black jumper block above the fuseblock (with matching wires and connectors). The vss is a white/blue wire w blue plug that gets attached similarly.
