weird wiper problem

I was driving down a hill so i slowly applied my breaks and some wet snow fell over my windsheild onto my moving wipers which was to heavy for them to move. So i quickly turn them off pull over and brushed off all the snow. Now the right wiper is hooped, well kinda. They work tell they just about come to the starting position the right wiper stops about 2 inches short while the wiper motor is still running. Nothing is blocking the wipers path. Yet when i bend the right wiper up and turn it on, it works fine I dont get it, there is the same clearence between the car and arm from when the wiper is down or bent up. I hope this makes sence to any of you. Thanks
