Im getting 19x8 and the offset is 47 what do i need to make these fit?

So the bigger the offset the larger closer to the inside of the car it is? I dont get this offset stuff, i need english please..explained to me the difference bettween 35 and 47?

The lower the number, the more the wheel will stick out, assuming that the two wheels have the same width.
