Which mod should be first? Also which mod gives the best bang for the buck? Keep in mind I am looking for performance, not appearance. Last question, is there a downside to chip upgrades? Any input will be appreciated.

I don't know the details of each make, but I do know most every aftermarket chip is designed around higher octane gas

I just started on the mods for MY 2.0 jetta..... a eurosport cool-flow came the other day....
It has better pedal response, a little more top-end power...and definately a better sound than the standard "2.0 wheeze" that's usually coming from the engine when you get on it...
...but the overall best bang-for-your-buck, instant gratification mod is gonna be a chip... ( unless youve got a set of coil-overs just laying around) heheh
The only real downside to aftermarket performance chips is that most of the ones that you'll actually feel on the 'butt-dyno' are not emissions-test legal..... in other words...."screw the whales, I want power".....hehee

The other "disadvantage??" to chips is that it will require you to buy premium gas....I do this already anyway...but what can I say....I'm a car snob...(prolly why I paid 200 bones for an intake
) ..anyway..if the price of 93 doesnt bother you, than go for it.
Another good point about chips is the cost...or the lack therof....for about a hundred-and-some bucks you can usually get around 10 ( or so) real-life, driveable, noticeable horsepower.... its about the only mod that is that cost-effective.
Chip manufactures are all gonna claim that thier chip is a million times better than everybody elses, and better tested, and dyno this and engineered that, and....well, you get the idea..
some of the better known chips would be:
Garret ( GIAC )
Neuspeed
Autothority
Techtonics Tuning (TT) (not the audi) hehe

I'm sure I'll get flamed for forgeting someones chip....

but anyway...

I did an Autotech chip and ABD intake. Noticable increase in hp and better gas mileage under ordinary driving conditions. The better sound from the intake was enough to make it all worth the money, though.

I understand you want engine performance but I would have to say suspension as the first mod!
For your engine, I would go with a drop in filter and chip!

YEAH YOU FORGOT A CHIP!
What about Pringles! I go through Pringles chips left and right, but they are sooooo good. No I just have to put my car on a diet, it gained like 30 pounds...I think my mirrors are distorted, my neck is starting to blend smooth into my chin.. hmm oh well, just need to clean em.

the upgrades consist of this for the 2.0 .. for the mild person who wants a good bang out of their crossflow 8 v
intake filter
chip
cam & cam gear
exhaust
header
thats about all you can do before you start doing internal stuff...

Unless you want to corner quicker, then leave in your 2.0!

Some may consider this part of suspension upgrade, but TYRES TYRES TYRES!
i'm a firm believer that the biggest "bang for your buck" is to be found in a set of high quality tyres. i'm running Michelin Pilot Sports on my GTI because i couldn't pass up the price i got on them. i'm pretty much a Dunlop guy, but i wanted to see what everyone was raving about with the Pilots. On my '89 Jetta i've got probably the best value in the tyre world, the Dunlop D60 A2. You might still be able to find them, but Dunlop has discontinued them in favour of the new A2 Sport. i got my D60's (195/60-14) for only $43/ea. about a year ago. H-compound provides great traction without a terribly long warm-up period, as seems to be the case with my Michelins.
You can add all the power you want to the engine, but if you can't stick it to the ground and use it, then what's the point?

Chip it! Then get your intake and exhaust to complete the transformation. Or...if budget is tight, then get an intake first, then a chip, then an exhaust.

Have you checked out any of the supercharges available for the 2.0. Z Engineering and Neuspeed both have SC's for the car. I'm not sure what your budget is but if you can afford it, its a great first mod. I have chip, cam, headers, exhaust, and p-flo for engine performance and I'm still down probably about 20-30 hp from a 2.0 with those kits.

Although not an engine modification, upgrading your suspension will give you a very satisfying improvement in handling. My suspension is one of the most noticable upgrades I've done to my Jetta.
Engine-wise, a chip will make a difference in responsiveness and add a little extra pep across the board. A cam makes a pretty noticable difference. My 268 cam makes my car pretty impressive on the highway. Combine the chip and cam, and you'll look like this:

Exhaust will make the car sound much nicer, but also will improve the car's ability to breathe, as will drilling holes in your airbox and adding a K&N panel filter.
The 2.0L can be a very fun engine when modified.
