its called the "boser blick" look.

anyways, to do it properly, you need to scrape the paint off the front of your hood, and weld on some steel, and then paint it all up(after proper smoothing).
this is not at all cheap, im guessing at LEAST 600$ US in labor.
there are kits to attach a fiberglass extension, but good luck making it last and not having paint crack.
there are also clip on extensions that simply "clip on". im sure you can guess how it looks.
