half of that crap wont improve speed...
to run 13s... chip, intake, exhaust are the main gains... and definately learning how to drive better. and a note on a few of those items listed. BOVs on 1.8Ts wont work and messing with the wastegate tends to blow the stock turbo. so basically learn how to drive and get intake, chip, and exhaust.

to run 13.5 , you would obviosuly need CHIP ( race program ), turbo back exhaust, DV, Suspension, LSD .
On the non-power side, you will definately need slicks ( not radials ), and trim the car down too.
You are not gonna get a 1.8t to go 13.5 in full street trim without a bigger turbo or nitrous.
