if it went on the PCV it would be a little filter.
but maybee it is for the air pump, which you may not have.

yeah, the air pump would be attached to the engine, kind of above the starter (i think, my obd2 doesn't have one) and it has a hose that runs into the airbox... like a 1" hose that attaches next to where the maf is on the airbox.... If you loose the airbox, you need to put a filter of some kind on that hose for the air pump.
if you don't have an air pump, don't worry: you don't need to do anything.

The point of a breather on the valve cover is because any rotating body has a vacuum created around it. If air cannot enter/leave, the pressure under the valve cover can cause problems with the oil valleys, and I believe it can induce a small amount of drag on the moving parts therein. In any event, CIA manufactures usually don't provide an input/output to the breather from the tube with the intentions of keeping engine oil out of the filter (oil being thrown off the camshaft)so you need to provide a little breather filter for the valve cover to breathe through. Its funny: on a friends car running 25PSI a vac line near the valve cover somehow managed to clog the breather and the engine had enough blow-by to throw out the end cap on the camshaft. Oil everywhere!

that little hose that flows into the back base of the box? why would that need a filter (if I'm thinking of what your talking about) its below the filter so if it inhales its taking in dirty air. I though it recycled something somehow.

the breather filter is as queue said, it is a 1 inch hose that cxonnects to the side of the airbox where the two small hoses are connected to. The purpose of this is so that the air that the air pump draws in filtered air for emmisions reasons. Ifg you don't have the tube atatched on the side of the top half of the airbox then you don't need to worry about it.
