The passenger side is supposed to flare up. They're designed like that so that they light up signs on the side of the road ahead of you. As for the wonky pattern, it looks like your bulbs aren't seated properly or are the wrong ones. Are you running stock bulbs? Like mentioned above, if it's new and stock, bring it in to get replaced/fixed, otherwise, take the projector apart and inspect it. There's a piece of metal in the projectors that makes the cutoff pattern, it could have shifted or bent.
