That is like asking: "If one guy gets drunk on beer and one gets drunk on wine, and they both try to run a sprint, which one of them will fall over first?"
As people have mentioned above, it really really depends on a ton of things. What's the weight distribution? Tires? 1st gear ratio? What type of differential do both cars have?
When I was getting zero boost in my g60 for a while (huuuge boost leak), I could still roast the tires through most of first gear. And I was probably making about 80 whp. It all came down to the tires I had, the ratios of first gear, and other factors. On the other end of the spectrum, I've seen stage IV g60's making close to 200whp that only spun as much as my zero-boost 80 hp monster - they just had stickier tires.
