Why can't I scan the car while it's running? (works with only ignition on)

I have a Passat GT VR6 (1991/92 model so early VR6), I can scan the car while only the ignition is on.
When I try to scan it while it's running I get an error message. It tels me (among other things) to check connection, maybe not connected to right COM port etc........but all connections are correct and working.....
Any ideas?, or can't the early VR6's be scanned while running?

EDIT: Also shouldn't it be able to do any communication with the ABS ECM? or is this only for later models?

What version of VAG-COM?
What interface?
What kind of PC?

Last version available from VAG-COM site.
HEX-COM interface, and the 2x2 connector.
just a generic pc with com ports running win2k.

Check all ground connections in car. Especially the main ground for all the motronic components on front of engine, behind alternator.
Whether ABS is diagnostics capable depends whether your car has Teves-02 or Teves-04. Teves-02 can only do blink codes. Teves-04 is capable.

I have checked all ground connectors I have discovered (as the car had problem with randomly stopping), still can't connect to engine while running, if only ignition set to on it works ok.
Any way I could check if it's a Teves-02 or 04 ?
(I think the car is OBD-I) so maybe that's why it won't scan while running or?
