Brake problems on new beetle

1999 new beetle turbo.
Replaced front pads and rotors. Took the car for a test drive. Brake pedal started going to the floor while on the test drive.
Used a pressure bleeder to flush and bleed system.
No change.Still going to the floor.
Replaced master cylinder with an oem part. Same thing that came off.
New, not rebuilt.
Used pressure bleeder to bleed and flush system again.
Now the pedal does somewhat better. However, during a hard stop the pedal is on the floor when the abs engages.
I feel confident the air is out of the system. I took the car to another brake shop and those guys think it's ok.
The problem is the car had good brakes before it came in.
I need a little help here. Bleed again? I don't believe it's an ABS problem.

bleeding the brakes on these things is a PITA, I reccommend doing it the "old fashioned way" pressure bleeding could be what the problem is. for some reason with this system I have found that even taking the caliper and pads together off the rotor, and NEVER OPENING THE BRAKE FLUID LINE you can still work air into the system somehow. I suspect that there may be a check valve or something that would goof things like this in the proportioning valve or somwheer else
Give it a good old fashioned two man brake bleed and see what becomes of it. Start passenger rear the driver rear, then pass front, then driver front, and then go around again
